Her daughter wants to move back to Pennsylvania but cannot because she is not eligible to take any civil service examinations. She wants to know if he could help to get the language of secondary school changed so that it includes college education.

She encloses the legislation that they have drafted which would alleviate the problem. Memo, November 14, 2003, from Jennifer Haun to Rep. Peter Zug, she has had legislation drafted to amend the "Civil Service Act" which further defines residency requirements, making it possible for a person who attended high school and college or technical school in the state to be able to apply for a position within 5 years of graduating. Peter Zug to all House Members, he plans to introduce legislation which will amend the "Civil Services Act" to further define residency requirements for those seeking state civil service positions. Haluska tried to change the Civil Service act in a similar matter and it did not go further than State Government Committee. Memo, February 24, 2000, from Rep. Paul I. Clymer to all House Members, agenda of the House State Government Committee on March 3, 2004 includes House Bill 2273. Press Release, April 12, 2004, the House approved Rep. Peter Zug's legislation to expand access to civil service employment in Pennsylvania. States that this is a way to get college graduates to stay in the state. Letter, April 30, 2004, from James E. Douthat to Rep. Peter Zug stating his approval for state resource for capital projects in Pennsylvania independent colleges and universities. Letter, July 19, 2004, from Susan Boyle to Lori Losch stating that Jack McGettigan (liaison with Civil Service) would be happy to deliver job applications to appropriate staff. Press Release, June 29, 2004, stating that the Governor signed Rep. Peter Zug's civil service bill. |
