MUSTO, Raphael John, a Representative from Lackawanna, Luzerne and Monroe Counties. He served as a Democratic member of the Pennsylvania House of Representatives (1971-1980). He was elected in a Special Election to the United States Congress (1980-1981). He also served as a Pennsylvania State Senator (1983-2010).
