Bipartisan Committee to Review Problems and Costs Involved in Operating the Pennsylvania Turnpike was created by the House Resolution 84 of 1971, approved August 25, 1971. This Committee's eventual goal was to create a toll free highway. Member of the Committee included Chairman, James J. Manderino (D), Jim Ritter (D), Lou Sherman (D), Eugene G. Saloom (R) and a final Republican member.
